Why are most ppl more likely to deal w/cops than firemen in their lives? why r cops & firemen competitors?

Why is it that most people are more likely to deal with police during their lives than they are to meet and interact with firemen? Also, why are firemen and cops not the best of friends? Why are they foes and not trustful of each other?
