Why Doesn't LONDON Have a Skyline of Skyscrs?
Canary Wharf has some skyscrs but's that's about it. I think it's because, like Washington D.C., they want the buildings to be low so the national monuments (e.g. Big Ben, Westminster Abbey) can be more noticeable.
