Is there a list of "spending cuts" that GW Bush was forced to accept by Democrats in exchange?

for raising the debt limit? Was GW Bush even forced to negotiate for an increase in the debt ceiling? I do not recall "debt ceiling negotiations" occurring until the President was a black Democrat...
