Doesn't an Obama victory basically mean Congress will be running the nation?

Think about it: While a senator, Obama voted "PRESENT" 130 times, rather than committing to one side or the other of the issue. Doesn't that indicate that even if a bill comes to Obama that he doesn't agree with, he'll just vote "present" again by refusing to sign or veto the bill...but just let it p into becoming law without a commitment one way or the other?
