How to tell this person I hate them?

At my school there's the social group everyone frowns upon, they are absolute pricks. The guy I don't like is in this clique which means its hard to do anything to him without coming under some sort of opposition from his friends. He's really weird around me though,he comes up to me and randomly hugs me and I've asked him to stop which he has. I don't know whether he likes me though, because he's stopped sitting next to his friends in the cles I'm with him in and started sitting next to me, but he's REALLY CONDESCENDING! He's so weird! He gets texts quite often and checks them, and when I do he says really slowly: "Stop checking your phone, I'll keep kicking you when you do it". He's ******* weird, I just want him off my back. I keep contemplating on the whole situation as well which doesn't help. What would you do to tell him I don't want to talk to him and vice versa. I want nothing, repeat nothing to do with this boy.
